"Bad Characters" == non-ASCIIcharacters?

My native language is not represented in ASCII. I am considering
replacing my Nokia 6288 with an N95 and hopefully I will be able to
sync it with Kontact (KDE PIM). However, I noticed on this page that
the user had problems with "bad characters":

Is the definition of "bad characters" non-ASCII? Can opensync sync
non-ASCII languages?
