'cabarc' failed to start.:

I’ve seen various posts regarding this error but no definitive solution.

I believe it has to do with the attempt to access a temp file in a location that does not exist.

Cabarc and cabinet.dll are in my path, executable from the command line.

Here is my debug output.  Thanks for any help you may be able to provide.
