(job) Evaluation System Registration for Foreign experts

Has anyone been required by their employer to fill in the following -an online questionnaire including invasive personal questions, psychological test and other general knowledge tests plus a spontaneous 800 word essay - for the Evaluation System Registration of the China State Administration of Foreign Experts Affairs?

This is part of the text of a letter from our university admin. in Jiangsu province:

"Sitting for the evaluation as attached is required by the China State Administration of Foreign Experts AffairsCthe top government agency in charge of international teachers in China. From this year on, every English-speaking international teacher working in China have to undergo this evaluation process and the evaluation result will be kept on an online file for future reference. That is to say, wherever you go in the future, this online file will be referred
to by your future employer and relevant government agencies as long as you work in China. However, nobody except your would-be employer or relevant government agencies can have access to your personal information and evaluation results, so don't worry too much about your privacy. Most important of all, it's a precondition for getting a new foreign expert certificate (i.e. the work permit) for the next year. As you know, the foreign expert certificate (i.e. the work
permit)."

At the moment no one here is rushing to comply with the request.

I left Jiangsu in June of this year so if this is true this must be a new thing.  And no, I never had to fill out such a questionnaire or write an essay for the State Administration of Foreign Experts Affairs.

That really is a funny old self-qualifier SAFEA is operating.

On one hand, it's great to see that they're using modern practices to discourage poor quality applications. That's most unusual for a Chinese organisation (and not so common for western organisations, for that matter).

On the other hand, the points allocations ...

a) seem arbitrary or inconsistent in some areas. Business qualifications record the highest points in one area; Computer degrees record higher value in another (although only for a Masters; the undergrad degree has no additional leverage, apparently).

b) are clearly discriminatory according to the China Labour Law implemented on Jan 1st. 2008. Age, gender, nationality ... they're really kicking heads and taking names.

I can't wait to use this in my HRM class this week.

Certainly worth part of a lesson for that document, good discussion points.
Especially like how if you are female you are worth 10 points but a male is only worth 5 points, sexism in reverse.
