(job) Original degrees / diplomas required for work/residence permits

Our Jiangsu university administration has informed newly arrived teachers that from now on the PBS requires original degrees / diplomas - not scans or photocopies - in order to issue a work permit (foreign expert certificate) and residence permit.

Has anyone encountered this request for original documents?

I understood when I arrived in GuangZhou in 2004 that original degrees, certificates, etc. were required and I was asked for them then and have been asked for them since whenever I had to "prove up" for a foreign expert certificate.  This is not new here in Guangdong.
