Yet it doesn't always work like that in IELTS. Some start off slow and
boring but perk up and do better in the speech and questions. and some
have bad luck if they dont like/haven't prepared the topics the examiner
chose for part 2.

Try judging debating (see my post to Teachgroup). Listen to six of 7 or 8
minute speeches, take notes, and then decide who won. And then tell the
others why they didn't win. It's harder than examining, but more fun.
