Summary: Add allowEmptyAnonymousClasses to WhitespaceAround check
Initial Comment:
Sometimes it is necessary to create empty anonymous classes inline, for example:
MyClass c = new MyClass() {};
A allowEmptyAnonymousClasses property would allow these situations to be ignored in a similar way to empty methods and constructors.
