I inadvertently posted the bug before finishing the description.

icewm-1.2.37
Linux Frugalware 1.0 (same problem on Gentoo with icewm-1.2.30)

I set the background color to lightblue or "rgb:64/DC/DC".

The icons on the task bar, menu and all the windows (meaning the icons on
the window's top border, I think it is called the title bar) are FUBAR,
i.e., just a bunch of random colored dots.

Running this command fixes the problem!

echo 'DesktopBackgroundColor="rgb:64/DC/DC"' >~/.icewm/prefoverride
