#10666: Unable to block AIM users (ticket #10489 closed but unresolved)

Ticket #10489 lists the exact issue I'm having with the latest 2.6.3
release - the ticket was closed because the problem was claimed to have
been fixed in this release, but it was not.
Two of the names I have tried to block but cannot:
"xo exclusiive ox"
"harajukuuvixenn"
And the debug log:
