#10711: ICQ authorization encoding incorrect

Sometimes (not always) when a person sends auth request and fill in the
Reason field in Russian, I get a gibberish as if it's UTF printed as
ASCII. It happens in Adium (macos client) and they have traced the issue
to libpurple and sent me here from
