[2nd attempt] How can one add a package to MikTeX?

MikTeX does not process Hebrew LaTeX files due to missing fonts.
Whom should I ask to add the free Culmus fonts as a MikTeX package?

(Sorry for repeating myself, maybe I wasn't clear in the first time.)
