It would be nice if there was a third state for dynamic-wrap or no-dynamic-wrap: dynamic-wrap-except-documentation.
A mode only available where a proper syntax-highlighting/file-mode has been defined WHICH contains a documentation mode, wrap everything but the documentation.
That would allow the optimal state of not having long documentation get in the way of codding and have all the code on the screen at the same time.
I believe this would only be practical for up-to-EOL comments, but that's ok.

While technically possible, this is very difficult to do and would introduce much complexity (and probably many bugs as well) for little gain.  I won't be implementing this (and I tend to take care of this area), so unless someone else can do it in a clean way, I think this will be a WONTFIX.

Well, Hamish says it's a likely WONTFIX, nobody else seemed to jump for it, and having had some short ventures into some of that code, I can see Hamish's point, so I'll mark this as WONTFIX to leave more room for wishes that stand a realistic chance of getting implemented sooner or later.

You might want to take a look at bug #78295 . I think its suggestion is very much in line with your general idea, and much more likely to happen.
