The problem described is too much generic. Did you install particular software
before the problem or did you accidentally deleted/modified configuration
files? Did you experienced the problem using more recent KDE versions?
Moreover KDE 4 uses a new configuration system so this issue probably is no
more reproducible. But it looks like more a packaging/configuration problem.
Please reopen if you can give more details
