[Bug 1836] unable to build intltool-0.31

if I install package "compat-expat1" on the build system (SuSE 10.2), then the
build works - just expat is not enough.
It seems, as the build depends on the host system - if libexpat is present in a
particular version, the build works - otherwhise not.
