you will see that the code:

* defaults to what XcursorGetTheme returns

* is overridable by what is in kcminputrc (the sys admin can put a setting in
there globally, or use the global X facilities instead)

* uses XFixes and rdb when saving if they are available on the system

on application start, if there is a value in kcminputrc, that is used. if there
isn't, the the default, according to X.org, is used.

in this case, the reporter is using a deprecated method, one that evidently
isn't support by x.org (rather than KDE).
