I have my channel list displayed to the left and the amount of channels I'm in
has created a scroll bar which i can scroll up and down the list, when i use
the scroll wheel i expect it to scroll like if i grabbed onto the scroll bar
and move it but it doesn't it moves ether to the channel directly above the
channel im in or below.

I'm afraid that's intentional, and won't be changed. The goal is to behave
consistently with the normal tab bar, which has the same behavior. To scroll
the list normally with the mouse wheel, you can hover the scrollbar when using
it.
