Bug [452568] "rotating line with arrow end doesn't rotate the arrow"

I have little insight into the technical details of markers in SVG 1.1,
but from a users POV I am concerned about the differences between 0.46
and 0.47pre in rendering seemingly basic arrowheads.
Should this be mentioned more prominently in the release notes or is it
a minor detail concerning only a small group of SVG drawings which are
either not created with Inkscape or manually edited? Any input from an
expert how to triage this bug would be highly appreciated (mainly - is
it 'Won't Fix', 'Invalid' or bug 'Confirmed')
