It is the caller's responsibility to determine if the notification system in use can support actions which is an optional part of the spec. In their infinite wisdom, Canonical decided not to implement actions in notify-osd, something which I completely disagree with (http://colin.guthr.ie/2009/02/desktop-notifications-and-user-interaction/) but such is the way of things. I suspect that the evolution support does detect this lack of actions support and wants to use a different, but similar system called "indicator-applet" or "indicator-messages". I've not fully imported these I don't think, but you can find more info on the Ubuntu wiki. Overall, Ubuntu is carrying a large number of patches for various applications because of this invasive.
