What's the output of:
rpm -q kdebase4-workspace

if it gives an output then post the output of this too:
rpm -V kdebase4-workspace

output of first question:

[xguest@localhost ~]$ rpm -q kdebase4-workspace
kdebase4-workspace-4.3.2-10mdv2010.0
[xguest@localhost ~]$ ^C
[xguest@localhost ~]$

output of second question:

[xguest@localhost ~]$ rpm -q kdebase4-workspace
kdebase4-workspace-4.3.2-10mdv2010.0
[xguest@localhost ~]$ ^C
[xguest@localhost ~]$ rpm -V kdebase4-workspace
[xguest@localhost ~]$

this is done with the new guest account since this account works well.
the normal user accounts don't have rights on their home directorie

I am using the new guest account since this works and I see the next
output:

[xguest@localhost ~]$ ls -l /home
totaal 16
drwx------ 25 root   root   4096 2009-09-24 20:26 carlijn/
drwxr-xr-x 42 root   root   4096 2009-11-07 21:22 carlo/
drwx------ 27 root   root   4096 2009-09-13 22:04 janine/
drwxr-xr-x 26 root   root   4096 2009-10-10 10:21 jannet/
drwx------ 24 xguest xguest  700 2009-11-13 22:17 xguest/
[xguest@localhost ~]$

I have added a new user NAMED TEST and then the output is:
[xguest@localhost ~]$ ls -l /home
totaal 20
drwx------ 25 root   root   4096 2009-09-24 20:26 carlijn/
drwxr-xr-x 42 root   root   4096 2009-11-07 21:22 carlo/

drwx------  5 test   test   4096 2009-11-13 22:23 test/
drwx------ 24 xguest xguest  700 2009-11-13 22:22 xguest/

this new user test can logon normally, it seems the old accounts are corrupted!
I have read something about the issue that the migration from kde3 to kde4 does
not work correctly maybe it has something to do with this?

No, I don't think this is caused by the upgrading of kde3 to kde4, nor by the
new guest account, something seems to have chown-ed the whole /home to root..
This should fix it:

chown -R carlo: /home/carlo
chmod go-rwx /home/carlo

do the same for the other user accounts by replacing carlo with the other
account user names in turn.

I am for closing this as INVALID, I don't know what would have chown-ed the
/home home to root?
