Build Identifier:
A user uploaded some files and reported that files were not approved. I had a
look on the back end and saw "Auto approve" setting was set to admin only. So
far, that's all normal, expected behavior.
I then changed the "Auto approve" to everyone. I expected to then have to
approve the uploaded files, but when I went to View Files and set the dropdown
to "submitted", there were no files with that status. I noticed that all files
uploaded by the (non-admin) user were now marked as "approved." At that point I
figured that changing "Auto approve" to everyone must have caused all the files
to be approved. That seemed like questionable behavior... I then went back to
the page where there are links to the files, and I see they are still behaving
as if not approved. I see the notapproved.gif when I click on those files. I
double checked on the back end and the files are marked as approved.
I'm not sure if the files were marked as "approved" prior to my changing the
"Auto approve" setting. I didn't look at the status of the files before
changing that setting.
Reproducible: Always
