I just completed a very large merge of trunk code from reference/library, portal, and help into the corresponding 2.9.x branches. The new skin, portal changes, and tutorial tool will be released as part of Sakai 2.9.0 beta 07.

You can preview the new look by checking out a nightly instance:
To see the tutorial tool in action, create a New Account, and login for the first time.
If you have a local 2.9.x branch for testing purposes, please update and let us know if you see any issues. QA team, I would recommend pushing any issues regarding the skin or portal and wait for the release of 2.9.0-b07.
If anyone has additional ideas to improve the look-and-feel of Sakai, please chime in or create JIRA tickets on possible improvements.
