[DG: User Experience] 3akai server move to new VM

Just a quick note for anybody who is wondering why the 3akai dev server
is down:

Ops team has moved the 3akai dev server ( 3akai.sakaiproject.org ) to a
new VM with more memory, but we have to iron out a few issues around the
move, so service will be flaky for a little while, but it shouldn't be long.
