Is this file a configuration file loaded on startup like
sakai.properties in Sakai 2.x or is it deployed in binaries?

Jean Francois,
I think the i18n setup is part of the UI rather than the back end  
(since the setup is in a static content file).
Nico might be able to respond here, or you could ask on the UX dev list.
