-Dwt.headless=true doesn't want to work

We've tried -Dwt.headless=true from the command line and passing it as a system property from maven into the jvm that launches cargo to run tomcat followed by the surefire plugin running the webtests.  We have also tried what we use for selenium which is -Djava.awt.headless=true, but this doesn't work for webtest either.  Is there any chance anyone is using maven + cargo + tomcat + surefire + webtest successfully with the wt.headless directive?  If so, how?

You need to specify this arg in the surefire plugin's config section.  
It's a Maven problem.
