Read-only user cannot read uncached arftifacts from maven1 repo cache

I just setup two users:
- test.any-reader
- test.local-deployer
Then i just made two groups
- group.any-reader
- group.local-deployer
Finally I created three premissions
- permission.any-reader is allowed to read from any repository
- permission.local-snapshot-deployer is allowed to deploy to local snapshots repository
- permission.local-release-deployer is allowed to deploy to local releases repository
The group.any-reader and group.local-deployer has read access to any repository via permission permission.any-reader
The group.local-deployer has deploy access to local snapshots and loca releases via permission.local-snapshot-deployer and permission.local-release-deployer.
Of course, user test.any-reader is added to the group group.any-reader, and the user test.local-deployer is added to the groups group.any-reader and group.any-deployer.
Now when I'm running maven configured to use the test.any-reader user I get an error saying that the user is not allowed to deploy artifacts into the repo1 caeche repository. I get this error when I'm trying to fetch an artifact that is not allready cached in the repo. Shall it be like this? I thought that the read permission would give the user access to any artifact in the maven 1 repo, even those that arne not allready cached.
