[Math] Introduce "cobertura" target

Hello.

I've opened this issue:
 https://issues.apache.org/jira/browse/MATH-319

To already answer one concern raised by Luc, I only suggest to have this
target available so that a developer can run it locally, to help in
debugging and/or devising new tests. It is not a suggestion that cobertura
reports should be published on the web site.
