[NEWS] debian-packaging scripts do now work

Hi all,

the packaging scripts do now -again- build installable and working packages.
Source-format changed to GIT, if you want to build from
snapshot-tarball, first change
debian/source/format to "3.0 (quilt)" instead of "3.0 (git)".
