You need to provide a reason as to why you think it is violating the OCAL terms.
Anonymous flagging especially needs more reason since we cannot follow
up and ask "anonymous" why it was flagged. I don't see anything on
this "flag" that violates the terms.

"The Union Flag is Flying Upside Down." is not a valid reason for it
to be removed. Nor is it a correct flagging. The picture is fine.
