It actually turned out there was some bad leading characters in
layout.css accidentally added that was the cause in this case.

Have definitely had that before and usually have tracked it down to
css issues - usually involving the display:table hacks in *lite, in
fact i committed a little fix for something slightly related in the
eatlon/teal theme option where firefox messed up the display due to
multiply defined nested "table" divs (class fixedwidth i think).
Try poking about in the DOM in firebug maybe?
