[VOTE] Graduate Click as an Apache TLP

Hi all,

The Apache Click community has voted to request graduation from the
Incubator as a new TLP [1][2].

I would like to start a vote to recommend the graduation of Apache Click
as a Top Level Project to the Board.

Please cast your vote:

[ ] +1 to recommend Click's graduation
[ ] 0 don't care
[ ] -1 no, don't recommend yet, because ...

The vote will be open for 72 hours until Wednesday 2:00 am (UCT).

The following IPMC members have already voted in favor of graduation on
the Click dev list:

   Henning Schmiedehausen
   Will Glass-Husain
   Andrus Adamchik

The proposed board resolution is included below.

      open-source software related to a framework for creating

      at no charge to the public.

      Committee (PMC), to be known as the "Apache Click PMC", be and
      hereby is established pursuant to Bylaws of the Foundation; and
      be it further

      RESOLVED, that the Apache Click PMC be and hereby is
      responsible for the creation and maintenance of software
      related to the Click Web Framework and tools,
      based on software licensed to the Foundation; and be it further

      RESOLVED, that the office of "Vice President, Apache Click" be
      and hereby is created, the person holding such office to serve
      at the direction of the Board of Directors as the chair of the
      Apache Click PMC, and to have primary responsibility for
      management of the projects within the scope of responsibility
      of the Apache Click PMC; and be it further

      hereby are appointed to serve as the initial members of the
      Apache Click PMC:

Should I be concerned that the initial size of the PMC is "just"
5 people?

I've been significantly impressed with the quality of the Click
project from both a community and a code standpoint.

This is a small but innovative project that illustrates the benefits
of the Apache way.  Besides Will and Henning's Apache experience,
Malcolm Edgar is also involved in Apache Cayenne.   The committers
come from several locations and are encouraging of users and nw
developers.   New features, which get added on a regular basis, are
coming from both the committers and the larger community.  In general,
the tone of the project is professional and inclusive.  There's really
very little more which this project can learn from the Incubator--
it's clearly time for it to graduate.

A concern which was raised last time Click came up for graduation was
that the project had not added any additional committers beyond the
original pool.  That is no longer true-- a new committer has been
added and I expect will join PMC within a few months.  The PMC remains
on the lookout for repeat contributors who are candidates for becoming
new committers.

Jim notes that there are only 5 PMC members.  I'm not worried about
this-- this is comparable to many other small TLPs.  As more
committers join the PMC this will grow over time.

The initial PMC may be small but as long as the community works well,  
continues to attract users and committers, and follows the Apache Way,  
I have no issues.

Hello Jim,

many Apache projects have shown that small PMCs can work as effectively (or
sometimes even more effective) than bigger PMCs. In a small PMC, the sense
of responsibility and ownership is different from a 20+ members PMC. I feel
that the Click community has gone tremendously well through the transition
phase in the incubator and is more than ready to graduate to a full TLP.

I very much enjoyed working with Bob, Malcolm, Naoki and all the other
contributors to Click as well as with my fellow mentors on bringing this
project through the incubator. I'm glad that they want to keep me on the
PMC. ;-)

So, as said before: +1 to graduation.

I notice you added a new committer some months ago, but he hasn't
committed anything since and is not included in the proposed PMC. In
fact I can't see any new active committers joining the team since the
project started incubation. You do have a healthy-looking patch queue,
so I'm wondering why this is the case.

I couldn't find info on the affiliations of Malcolm, Bob and Naoki;
the active committers of the project. Are you all working on the
project independently? If not, my vote is -1.

Hi All,
we have been in somewhat of a holding pattern with the next release 2.1.0
wanting for the graduate from the Incubator so we can coordinate a publicity
push (which will grow the community). There is also a book in the wings
written by Frederic Daoud also waiting for the project to graduate so he can
take it to publishers.

With regard to the developer diversity, I am from Australia, Bob is from
South Africa, Naoki is from Japan, and I think Adrian is from US.

Hi Jukka,

Adrian has only been given svn permissions in mid September and he has
made some commits[1]. As Malcolm mentioned we're currently in feature
freeze for our next release so that does put a break on things. For the
next Click release most of the tasks are assigned to him [2]. Also note
that he has raised ~20 JIRA's, most with patches that have been applied
to trunk.

Hope this clears things up.

Hmm, I guess his commit notifications haven't been moderated through,
as I couldn't see him on the commit list archive. I assume he'll be a
candidate also for PMC membership if he keeps up contributing.

Yep, that explains the notable drop in commit activity since July.
