[VOTE] Release Maven Runtime version 1.0-alpha-2 (take 2)

Hi,

This second attempt now inherits maven-shared-components:14 to fix the
site skin problems.

We solved 2 issues:
- Added support for introspecting URLs to MavenRuntime
- Added url to parsing exception messages

There are no issues left in JIRA:
