[VOTE] VelocityTools 2.0-beta4 release

Ok, there were no complaints about the test build, so i'm moving on to a vote.

The test build is still available here:
 http://people.apache.org/~nbubna/velocity/tools/2.0-beta4/

Please vote regarding your support for releasing this new test build as
VelocityTools 2.0-beta4:

[ ] +1 Let's do it
[ ] +0 Have fun; i don't care.
[ ] -0  Not sure about this, but i won't stop you.
[ ] -1 No, because __________________

The voting period is typically 72 hours, putting its close time as
roughly 11:30am PST on Thursday, May 21st.  If the vote passes, I'll push
this to the mirrors and change the web site and get Henning to deploy it.
With luck i'll be able to announce it this weekend.

I guess it's the wrong period...

It's a beta. It needs feedback! But we don't have enough commiters for
the tools. You did a too nice work, Nathan, so people didn't feel the
need to contribute, and no eligible commiter for the tools went
on... :-)

Anyway, I'm +1.

I've got a question and a remark, but they'll go to JIRA and I think
neither should stop a beta release process.

Sorry, no case was opened for it.  The problem was that things were
being doubly-encoded in the query data and fragment portions.  So a
character would be encoded into %34 (or whatever) and then the % was
being encoded again.   This was fixed for anchors prior to beta3, and
was fixed for query data just recently.   See:

Ran ant test under JDK 1.5 and 1.6.  Installed the Showcase War
compiled with JDK 1.5 and 1.6 into Tomcat 6.0.18.  Love that app.
