[WARP] IRI normalization only for HTTP*?

Hi,

WARP requires normalization of IRI using ToASCII only for HTTP and HTTPS
uris — is there any reason for that?

Also, it seems that normalization is only part of the algorithm for
parsing the <access> element, but is not indicated for the process of
evaluating whether access to a network resource is granted or not. I
think it’s self-evident that this is meant, but it is probably worth
highlighting, if only to make sure it gets tested :)
