[WebSVN] Cache in websvn

Hello,

we patched inhouse a cache handler for the most time consuming svn
commands. The cache will be invalidated on revisions base, that means
each commit the cache will be cleared and rebuild.

Our system i remote on a 1 Mbit connection, the cache gave us a strong
performance boost esp. on the file/dir listings.

We would be glad to contribute it if anybody ist interested in it.
