[bug #15513] no error with missing @itemFollow-up Comment #1, bug #15513 (project texinfo): I think that it is not incorrect texinfo. All the formats with @item accept text before the first item. It is unclear whether it is correct, and the result of the formatting is unspecified, but it shouldn't be an error in my opinion. Now the question is whether an empty format (a really empty format like @quotation @end quotation or a format like @itemize or @table without @item as reported in this bug) should lead to a warning.
