Details:

The following bug reportbug has been submitted to the Debian BTS:

Writing firmware using pigeonpoint 1.5.x.

When I want to program the atmel chip I cannot do it. With 5.6 it works

Sorry, but:

avrdude: jtagmkII_reset(): bad response to reset command:
RSP_NO_TARGET_POWER
avrdude: jtagmkII_write_byte(): bad response to write memory command:
RSP_NO_TARGET_POWER

"No target power" is hardly something AVRDUDE could be
responsible for.

What target hardware is involved?  What programmer is
involved?  (It *looks* like an Atmel JTAG ICE mkII, but this
is mentioned nowhere in the bug report.)
