[bug #30756] When setting SUT to 64ms on XMEGA, avrdude doesn't read device signature

Follow-up Comment #1:

Fixed in SVN r1084: when the signature reads out as 0x000000
or 0xffffff, up to two retries (with progressive delays) are
attempted before proceeding.
