[dom3events] Namespaces in XML reference

Since most implementations implement XML 1.0 and the future of XML 1.1 is  
uncertain now XML 1.0 5th Edition has been released I think only  
referencing Namespaces in XML 1.1 is the wrong way to go.

Based on this comment from Anne, I have changed the reference in DOM3
Events from Namespaces in XML 1.1 to Namespaces in XML 1.0.  Please let
us know if there is some reason to revert this change.
