The specification no longer references this term apart from the  
conformance section. I suspect this is a leftover from a recent change. I  
suggest to drop it.

You're right that namespaced events have been removed, but the term is
still used in the prevNamespaceURI attribute of the MutationNameEvent
interface, so I retained it.
