I have bundled up a simple sample-style service that displays this problem. If you set useOriginalwsdl=false and change the build.xml to not copy META-INF/Registration.wsdl the service works (except for a WSDL generation bug that generates minOccurs="0" for required parameters which confuses .NET clients).

But as submitted, trying to invoke any services just thows an AxisFault initiated by an IllegalArgumentException (but no reason given). This is the exact WSDL that would get auto generated, but with the minOccurs="1" for the method paramters.
