Changed occurred in GEOS-3290 have completely disabled the projection policy application as well. The current code work in "leave native" mode since then.
The change needs to be amended (making sure the GEOS-2390 issue does not regress at the same time) and tests to make sure we won't regress on this one again need to be added.
