WMS decorations added with a layout file in <data-dir>/layouts/<name>.xml and the parameter format_options=layout:<name> are added to raster images like GIF and PNG, but not to PDF.
>From the mailing list, it has been told that this is because the decorations are added in org.vfny.geoserver.wms.responses.DefaultRasterMapProducer.java, but not org.vfny.geoserver.wms.responses.map.pdf.PDFMapProducer.
