#exec doesn't inherit the RUBYOPT from the parent process when it launches the new "process" in-process.
To reproduce:
// file.rb
class Hello; end
// exec_test.rb
ENV["RUBYOPT"] = "-r./file"
exec "ruby -e 'puts Hello'"
