Not sure how you plan to use it in OSGi.
FWIW, In ServiceMix, we needed that and we ended up enhancing a few specs jar so that they behave more OSGi friendly.  The main problem is that the use of the META-INF/services/xxx discovery mechanism does not work well in OSGi.
