Expose ssl configuration parameters for the postgresql adapter

Here's a patch exposing the ssl related configuration parameters fo the postgresql driver.

I upgraded the postgres jdbc jar dependency from 8.2-504.jdbc3 8.3-603.jdbc3. That is the latest release currently available on central.

I have tested deploying a local (non-xa) datasource using the patch in G 2.1.4 running JDK 1.6.
