ElemTemplateElement doesn't implement getBaseURI or getDocumentURI

ElemTemplateElement (and by extension, ElemExtensionCall) doesn't implement getBaseURI or getDocumentURI. They always return null, even if the originating StreamSource was correctly constructed with a systemId.
This is a serious problem when trying to implement extensions that resolve URIs relative to the base URI of an element in the stylesheet.
