[rvm-core] 3.0.1 release

I'd really like to see us do a release before OOPSLA. So, ideally this means that we'd make the 3.0.1 release the middle of next week. There don't seem to be any hard blocking issues, just some minor things to clean up and we need to either solve RVM-663 or decide to revert the change that triggers the buggy behavior.

This is part of a general goal of trying to make point releases at least every couple of months. 3.0.0 was in early August and we've fixed a bunch of things since then, so it's time for the next point release.

Dave,

This sounds good.  I think the system is ready to roll now (with your  
backout of r15017).

I will try hard to scrape together some time to try to fix the  
remaining issues that are on my plate, but I think we're good to go  
whether or not I get that done.
