[rvm-core] cattrack

Daniel and I did a bunch of upgrades to cattrack yesterday.

Cattrack itself seems to be functional, but we forgot to change the group ownership of the "incoming" directory from cattrack to regression. So, the uploads from the various regression machines are failing. Steve or Daniel, could one of you fix this: /home/cattrack/results/incoming needs to be writable by the regression id.

Daniel is fast...we're back in business.

One user-visible change in cattrack is a new "compare" page that lets you compare two arbitrary test runs to see which test cases are having similar/different behavior between them.  For us, the primary use of this page would be to compare the same test bucket across architectures/OS.  For example: http://jikesrvm.anu.edu.au/cattrack/compare?firstRun=8332&secondRun=8289
The UI is really primitive right now (you have to enter run ids and there's no assist to help you remember what recent test run ids are)....I'm planning to improve this at some point in the future...
