[rvm-core] cattrack troubles

I've been unable to access cattrack for a couple days now. I've tried to restart it today, but that didn't appear to work. Maybe someone could try to give it a little TLC and bring it back to life?

I've had similar problems. I added a --force option to stop.sh to give
it a kick that is more likely to allow it to be restarted. Doing this
doesn't mean it immediately springs back into life though. I believe the
problem is with the database access, this is slowed when results are
uploaded, and from my experience is more pronounced with some forms of
report. One problem is that we get every result from the database when
producing a report, so the more results that are in the system the worse
the performance gets.
