[scxml] Fifth WD of SCXML is published

The fifth Working Draft of "State Chart XML (SCXML): State Machine
Notation for Control Abstraction" has been published as follows.

The main differences from the previous draft are (1) a revision of
the send and invoke elements and (2) the introduction of Event I/O
processors to support them.
