1.4 release

I haven't been following Mercurial development very closely for the last
few months, so I apologize if this question has already been answered.

This page:
http://mercurial.selenic.com/wiki/TimeBasedReleasePlan
indicates that there should have been a Mercurial release on November 1st.

The upcoming release notes doesn't have any mention of 1.4 yet either.

Has the time based release plan been abandoned or is this release just
late?  Is there information on the wiki about what will be in 1.4?  When
should I expect to see a 1.4 release?

We've held up the release in an attempt to finish the relicensing
process. I talked with our legal counsel from the SFLC this morning, and
decided that we're going to proceed with the release with the current
license. Feature freeze will be this Saturday, with the release on
Monday, November 16th. Future releases will be back on schedule.
